I asked Tom Marchioro (Garmin's Location Based Services guy) about carriers and locked devices, he said that they didn't have any carrier commitments yet though they hoped to "soon". He also hinted that the carriers didn't like the tie in to other web services they didn't have a stake in. So it may be a while before a carrier signs on, but I know they hoped to make a "big" announcement at CTIA.
