Yes, you can connect the GPS and operate it through your keyboard and mouse to create and save itineraries. It doesn’t record tracklogs, but I’ve heard of people having success with third party programs to do that.

Does the Tom Tom home program allow you to create a custom route and then upload it to the gps? What about a tracklog?
